Safety Fencing of Machineries: Safety fences are one element in the tool box of safety components to fulfils the requirements of the Machinery Directive 2006/42/EC in order to provide compliant and safe machinery on the market. The intention of this document is therefore to give guidance on safety fences in terms of their classification as Safety Components within the meaning of the Machinery Directive 2006/42/EC. The document focuses on the conditions under which a safety fence can be regarded as independently placed on the market. Three scenarios for placing safety fences on the market considered and clarified by this document.

It is emphasized that the question under; which conditions safety fences can be regarded as independently placed on the market does not change the fundamental principle of the Machinery Directive; that all machinery must be supplied with all protective devices when first placed on the market. Furthermore, it is always the machinery manufacturer’s responsible for placing on the market only machinery in conformity which the relevant requirements of the Machinery Directive; 2006/42/EC and to provide the EC Declaration of Conformity and to affix the CE-marking on the machine.Safety Fencing of Machineries

Fencing of Machinery:

Fencing of machinery in use or in motion is obligatory under Section 21of factories act. According to this Section certain types of machinery or their parts, while in use or in motion, shall be securely fenced by safeguards of substantial construction: Moreover, such fence shall be constantly maintained and kept in position while the parts of machinery fenced are in motion or in use. Such machinery or their parts as under features:

Every moving part of a prime mover and every flywheel connected to a prime mover, whether the prime mover or flywheel in the engine house or not. The headrace and tailrace of every water-wheel and water turbine, or Any part of a stock-bar should not projects beyond the head stock of a lathe.

The following shall also be fenced:

  • Every part of an electric generator, a motor or rotary converter,
  • Every part of transmission machinery; and
  • Every dangerous part of any other machinery.

Power Government in Safety Fencing of Machineries:

This Section empowers the statement for two things:

  • The State Government may by rules prescribe such further precautions as it may consider necessary.
  • It may exempt, (subject to such conditions as may be prescribed) for securing the safety of the workers any machinery or part thereof from the provisions of fencing.

Work on or near Machinery in motion in Safety Fencing of Machineries:

Section 22 of factories act lays down safety measures in case of workers, work on or near machinery in motion. These are discussed below:


Examination of machinery in motion by a trained male worker:

Sometimes it becomes necessary to examine any part of machinery while the machinery is in motion. In such a case examination shall be made only by specially trained adult male worker wearing tight fitting clothing supplied by the occupier. Before such examination, his name shall be recorded in the prescribed register and shall be furnished with a certificate of appointment.

While engaged the following precautions shall be taken:

Such worker shall not handle a belt at a moving pulley unless:

  1. The belt is not more than fifteen centimeters it) width;
  2.  The pulley is normally for the purpose of drive and not merely a fly-wheel or balance-wheel (in which case a belt is not permissible)
  3.  Belt joint either laced or flush with the belt;
  4.  The belt, including the joint and the pulley rim, are in good repair;
  5. There is reasonable clearance between the pulley and any fixed plant or structure;
  6.  Secure foothold and where necessary secure handhold, provided for the operator; and out any examination or operation aforesaid firmly held by a second person.
  7. Every set screw, bolt and key an any revolving shaft, spindle, wheel or pinion and all spur, worm and other toothed or friction gearing in motion.

Restriction on woman and young person:

Work on or Near Machinery in Motion

No woman or young person shall allowed to clean, lubricate or adjust any part of any machine it would expose the woman or young person to risk of injury from any moving part either of that machine or of any adjacent machinery.Safety Fencing of Machineries

Prohibition by the Government:

The State Government may, by notification in the Official Gazette, prohibit, in any specified factory or class or description of factories, the cleaning, lubricating or adjusting by any person of specified parts of machinery when those parts are in motion.

Employment of Young Person on Dangerous Machines:

From the point of view of safety, following restrictions have been imposed on employment a young person’s on dangerous machines:

Employment with full instructions and training in Safety Fencing of Machineries:

No young person shall required or allowed to work at any machine unless he has fully instructed as to the dangers arising in connection with the machine and the precautions to observed., Further, such a person shall not allowed to work if:

  • He has received sufficient training in work at the machine, or
  • He is under adequate supervision by a person who has thorough knowledge and experience of the machine.

Machines to be specified by the Government:

The State Government has empowered to specify the machines which in its opinion of such a-Dangerous character that young person’s ought not to work at them unless the foregoing requirements complied with.

Striking Gear and Devices for Cutting off Power:

Striking gear to provided, maintained other efficient mechanical appliance shall provided and maintained and used to move driving belts to and from fast and loose pulleys which form part of the transmission machinery. Such gear or appliances shall so constructed, placed and maintained as to prevent the belt from creeping back on to the fast pulley. Further, driving belts when not in use shall not allowed to rest or ride upon shafting in motion. Moreover, suitable devices for cutting off power in emergencies from running machinery shall provided and maintained in every work room.

Device to prevent accidental starting of the transmission machinery

When a device, which can inadvertently or occidental shift from “off” to “on” position; provided in a factory to cut off power; arrangements shall provided for locking the device in safe position to prevent accidental starting of the transmission machinery or other machines to which the device fitted.

“This Act contains provisions with regard to the safety of workers. These include the provisions regarding

  • Fencing of machinery,
  • Measures in case of workers work on or near machinery in motion,
  • In every factory suitable striking gear or
  • Employment of young person’s on dangerous machines,
  • Striking gear and devices for cutting off power,
  • Self-acting machines, / casing of new machinery,
  • Prohibition of employment of woman or children near cotton openness,
  • Hoists and lifts,
  • Lifting machinery and chairs,
  • Revolving machinery, / Pressure plant,
  • Floors, stairs and means of access,
  • Pits, sumps, etc.,
  • Excessive weights,
  • Protection of eyes.
  • Precautions against dangerous fumes, gases etc.,
  • Precautions regarding use of portable lights,
  •  Requiring specifications of defective parts,
  • Precautions against explosive or inflammable dust, gas etc.,
  • Precautions in case of fire,
